National Consultant - Technical Assessment of Integrity Risks and Vulnerabilities to TIP in the Placement of Indonesian Migrant Workers
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) provides technical assistance to combat transnational organized crime, including trafficking in persons and smuggling of migrants. This role supports the Regional Programme for Southeast Asia and the Pacific, focusing on strengthening the rule of law and protecting vulnerable groups. The position is based in Jakarta.
Job Purpose
This role aims to conduct a technical assessment of integrity risks and vulnerabilities to trafficking in persons (TIP) within the placement process of Indonesian migrant workers to Malaysia. The assessment will examine the entire placement journey, from recruitment to employment, identifying governance and implementation gaps, weaknesses in safeguards, and risks associated with recruitment and employment practices. It will also evaluate mechanisms for reporting and responding to trafficking and exploitation. The ultimate goal is to generate evidence-based findings and practical recommendations to enhance the integrity of the placement process, reduce vulnerabilities to TIP and exploitation, and strengthen protection along the Indonesia-Malaysia migration corridor.
Responsibilities
The consultant will map the formal and practical processes, actors, and responsibilities involved in placing Indonesian migrant workers in Malaysia. This includes identifying and assessing points where integrity risks and vulnerabilities to TIP may arise, and evaluating governance, transparency, accountability, oversight, and implementation risks, noting gaps between formal procedures and their practical application. The role involves assessing the adequacy and effectiveness of existing safeguards, monitoring, complaint, referral, and protection mechanisms. The consultant will document migrant worker experiences, identify systemic gaps and enabling factors, and analyze information gathered through desk research, consultations, interviews, and case studies. Finally, the consultant will facilitate a stakeholder validation workshop and produce draft and final technical assessment reports with evidence-based findings and practical recommendations.
Work Experience
A minimum of 5 years of relevant experience is required in areas such as trafficking in persons, labour migration, migration governance, migrant worker protection, criminal justice, law enforcement, or integrity/anti-corruption. Experience in conducting research, assessments (including process mapping and risk assessment), and qualitative research methods is essential. Experience analyzing research findings and translating them into policy-oriented recommendations is also required.
