Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. Its Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports the "Vida Nova no Morro" project in Niterói, focused on improving urban conditions in informal settlements through data systems, policy development, and community engagement.

Job Purpose

The Programme Coordinator will support the "Vida Nova no Morro" project in Niterói, Brazil, a UN-Habitat initiative in partnership with the Municipality of Niterói. The role's purpose is to ensure the effective implementation of project activities aimed at strengthening municipal data systems, developing responsive social housing policies, and promoting sustainable, inclusive urban development. This involves coordinating project work plans, managing deliverables, engaging with stakeholders, and contributing to evidence-based planning and community mobilization to reduce socio-spatial inequalities and support sustainable urban development in line with the Sustainable Development Goals and the New Urban Agenda.

Responsibilities

The Programme Coordinator is responsible for coordinating the development and implementation of the overall project work plan, ensuring alignment with project documents and agreements. This includes preparing and reviewing technical documents, developing Terms of Reference for outputs, and establishing project planning and monitoring systems. The role involves overseeing periodic follow-up activities, ensuring technical quality, and managing risks to project implementation. Additionally, the coordinator will monitor deadlines for narrative and financial reporting, track fund transfers, and manage project amendments. They will also provide technical guidance, support recruitment and management of technical teams, and maintain relationships with government counterparts, civil society, and other partners. The role includes gathering data for monitoring and evaluation, preparing progress reports, documenting project processes, and supporting knowledge management and dissemination activities.

Work Experience

A minimum of seven years of progressively responsible professional experience in sustainable or urban development projects is required, with demonstrated experience in project coordination within Brazil. Desirable experience includes developing urban strategies and public policies, working with housing and informal settlements, data-driven urban planning, participatory planning approaches, and stakeholder engagement strategies. Previous experience within the United Nations System is also desirable.

Skills

Proficiency in Windows, Microsoft Office Suite (Outlook, Teams), and web search engines. Mastery of technological tools, software, and online platforms. Good knowledge of project management methodologies. Strong professionalism, planning, organization, communication, and teamwork skills. Ability to contribute to knowledge management and dissemination.
