Programme Analyst (Resilience and Climate Change)
Organizational Context
The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and adequate housing for all. The Regional Office for Latin America and the Caribbean (ROLAC) is based in Rio de Janeiro, Brazil. This role supports the 'Resilient Paraná' project, focusing on climate change mitigation and urban resilience.
Job Purpose
This role supports the implementation of the UN-Habitat 'Resilient Paraná' project, which aims to enhance urban resilience through disaster risk reduction and climate change mitigation aligned with the 2030 Agenda and the New Urban Agenda. The Programme Analyst will provide technical and operational support, strengthen capacities, standardize monitoring, foster innovation, and promote community engagement. The purpose is to contribute to sustainable urban development, social inclusion, and institutional capacity-building in Paraná, Brazil, ensuring effective project delivery and impact.
Responsibilities
Provide technical and operational support for project activities in urban resilience and climate change. Assist in implementing key activities such as communication campaigns, framework development, capacity-building, and data management. Organize and deliver trainings, workshops, and participatory processes. Collect, analyze, and manage data and urban indicators for evidence-based decision-making. Support stakeholder engagement and coordination with various partners. Prepare updates on project progress and deliverables. Assist in project management, monitoring, and reporting, including risk identification and mitigation. Contribute to knowledge management by documenting lessons learned and best practices. Support the supervision of consultants and review their deliverables.
Work Experience
A minimum of four years of experience in sustainable development, urban development, and/or resilience-related projects in Brazil is required. Experience in resilience and climate change is essential. Experience with international development agendas and the UN System is desirable.
Skills
Proficiency in Microsoft Office Suite, Outlook, Microsoft Teams, and web search engines. Mastery of technological tools, software, and online platforms. GIS experience is desirable. Knowledge of project management methodologies is desirable. Fluency in Portuguese is required; working knowledge of English is desirable.
