Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development and policies for adequate housing. The Regional Office for Latin America and the Caribbean (ROLAC), based in Rio de Janeiro, Brazil, focuses on developing and managing activities within the host country, supporting governments and partners in implementing urban agendas and sustainable development goals.

Job Purpose

The Operations Analyst will support the implementation of UN-Habitat projects in Brazil, working collaboratively with programme, operations, and project teams. This role is crucial for achieving project objectives and organizational priorities by providing essential administrative and operational support. The analyst will contribute to the effective management of personnel, contracts, databases, and documentation, ensuring compliance with organizational procedures and facilitating strategic decision-making through data analysis and process improvements. The position is based in Rio de Janeiro for an expected duration of six months.

Responsibilities

The Operations Analyst is responsible for supporting project implementation through comprehensive administrative and operational functions. Key duties include managing personnel recruitment and administration processes, such as contract admissions, renewals, and workforce planning. The role involves reviewing consultant reports and supporting documentation for contract and payroll processes. Maintaining and overseeing administrative, operational, and personnel databases, trackers, and reporting tools to ensure data accuracy is critical. The analyst will manage documentation and filing systems for effective records management and compliance. Additionally, the position contributes to audit activities, internal controls, and compliance reviews, ensuring adherence to administrative and financial procedures. Drafting and processing official correspondence and administrative documents, collecting and analyzing data for insights, and identifying improvements in workflows are also key responsibilities.

Work Experience

A minimum of four years of experience in human resources and/or administrative and operational activities within Brazil is required. Familiarity with urban development and climate issues, as well as previous experience within the UN System, is desirable.

Skills

Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook). Knowledge of recruitment processes, contract administration, and payroll procedures. Mastery of technological tools and online platforms. Ability to manage multiple tasks accurately and maintain compliance. Strong communication, planning, organization, and teamwork skills. Professionalism, integrity, and accountability are essential.
