International Consultant (Anti-Corruption and Trafficking in Persons)
Organizational Context
The United Nations Office on Drugs and Crime (UNODC) in Southeast Asia and the Pacific (SEAP) implements projects to combat crime and protect vulnerable groups. This role supports the PROTECT project, which aims to reduce vulnerabilities to exploitation and trafficking within labour migration processes by strengthening integrity and oversight measures.
Job Purpose
This consultancy provides technical and analytical support to UNODC's PROTECT project, focusing on assessing integrity and corruption risks within labour migration processes between Indonesia and Malaysia. The role involves identifying practical measures to enhance transparency, accountability, and protection for migrant workers. The consultant will conduct assessments, facilitate stakeholder consultations, and develop integrated analyses and recommendations to strengthen bilateral cooperation and combat trafficking in persons and smuggling of migrants.
Responsibilities
Provide technical support to the PROTECT project, including research, mapping, and facilitating consultation workshops in Indonesia and Malaysia. Lead the assessment of integrity and corruption risks and TIP vulnerabilities in Malaysia's migrant worker processes. Identify systemic gaps and good practices, providing recommendations to enhance transparency and accountability. Conduct a national validation workshop in Malaysia and synthesize findings with Indonesian data for an integrated analysis of the cross-border labour migration corridor. Participate in a regional workshop to present findings and discuss recommendations for bilateral cooperation.
Work Experience
A minimum of 10 years of progressive professional experience in anti-corruption, integrity, governance, trafficking in persons, labour migration, or migrant worker protection, with substantial experience in Southeast Asia. Demonstrated experience in conducting assessments, qualitative research, stakeholder consultations, and process mapping is required.
