Inbound Delivery Coordination Officer
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. This role is based in Port-au-Prince within the Movement Control Unit, reporting to the Chief of Unit.
Job Purpose
The Inbound Delivery Coordination Officer is responsible for coordinating all inbound freight activities into the mission, ensuring alignment with the supply chain plan and adherence to purchase order terms. This involves liaising with vendors, tracking shipments, managing documentation in the ERP system (Umoja), and resolving any delivery issues. The role also encompasses planning deliveries, arranging freight forwarding services, and coordinating customs and transport activities with relevant authorities. Additionally, the officer contributes to the efficient and cost-effective provision of movement control services for passengers and cargo, offering technical advice and developing transport plans. This includes evaluating transport contracts and resolving insurance-related issues for movement control services.
Responsibilities
Coordinate inbound freight activities, ensuring compliance with the mission supply chain plan and purchase order terms. Liaise with vendors to confirm delivery status and review shipment documents. Collect, verify, and update shipment information and documents in the ERP system (Umoja). Track and trace all deliveries, providing stakeholders with status updates. Identify and resolve issues that may delay deliveries, collaborating with procurement, vendors, and the central warehouse. Confirm received quantities and provide delivery confirmation documents. Plan deliveries, raise shopping carts, and draft Statements of Work for freight forwarding services, including bid evaluations. Coordinate customs, transport, and movement control activities for inbound shipments with vendors, customs, and local authorities. Manage a regional movement control office, ensuring reliable and efficient transportation of passengers and cargo, including dangerous goods. Provide technical advice on transportation activities and develop cost-effective transport plans. Evaluate transport contracts and participate in resolving insurance-related issues. Draft and coordinate logistics plans and reports, liaise with internal and external stakeholders, and monitor compliance with agreements. Ensure accurate accounting, reporting, and internal control systems are maintained, and contribute to standard operating procedures.
Work Experience
A minimum of ten years of progressive experience in movement control, transportation, or logistics management is required, with at least three years of supervisory experience in complex international transport operations. Five years of experience is acceptable with a first-level university degree. Three years of experience in customs and commercial freight operations, including inbound/outbound delivery, is mandatory. Experience with IATA/IMO rules for dangerous goods is required. Experience in quality management, post-conflict environments, and data visualization for transportation/supply chain is desirable.
