National Consultant - Enhanced Monitoring Mechanism (EMM), Vanuatu
Organizational Context
The United Nations Department of Economic and Social Affairs (DESA), through its Economic Analysis and Policy Division (EAPD), serves as the substantive secretariat for the Committee for Development Policy (CDP). The CDP monitors development progress for countries graduating from Least Developed Country (LDC) status. This role supports Vanuatu's integration of the Enhanced Monitoring Mechanism (EMM) into its national systems.
Job Purpose
This consultancy aims to strengthen Vanuatu's national capacity to implement the Enhanced Monitoring Mechanism (EMM) for monitoring development progress post-LDC graduation. The role involves identifying relevant indicators and integrating them into national data, monitoring, and evaluation frameworks. This initiative will enhance national ownership, align EMM indicators with national priorities, and improve the country's ability to track progress. The work is part of a technical cooperation project focused on integrating the EMM into Vanuatu's National Development Plan monitoring framework, ensuring continued support and alignment with development goals.
Responsibilities
The consultant will produce an inception report detailing methodology and a work plan. Key tasks include reviewing existing national indicators and systems for monitoring development progress and emergencies, and identifying relevant indicators from the EMM dashboard for Vanuatu's specific vulnerabilities. Recommendations will be provided to integrate EMM experience into national monitoring systems and utilize these systems for reporting to the CDP and SDG tracking. The consultant will also explore and validate AI-assisted tools for data tracking and assist in organizing a national validation workshop in Vanuatu, coordinating logistics and presenting the findings.
Work Experience
A minimum of 8 years of experience in development policy analysis is required, with some experience working with Least Developed Countries (LDCs). Experience in policy analysis, technical, managerial, and drafting is necessary. The ability to prepare and present reports in English is also essential.
