Organizational Context

The United Nations Secretariat, Department of Economic and Social Affairs (DESA), is seeking a consultant to support Fiji in developing and executing a financing strategy aligned with its sustainable development priorities and the SDGs. This role provides tailored technical assistance to build Fiji's capacity in Integrated National Financing Frameworks (INFFs), leveraging UN guidance and development partner insights.

Job Purpose

This consultancy aims to advise Fiji on developing and implementing a robust financing strategy that supports its sustainable development priorities and the Sustainable Development Goals (SDGs). The consultant will provide crucial technical assistance and country-specific advice to enhance Fiji's capacity in establishing and operationalizing Integrated National Financing Frameworks (INFFs). This involves utilizing established INFF guidance materials and collaborating with development partners. The role is instrumental in helping Fiji identify, mobilize, and align financing and other means of implementation to achieve national development objectives, particularly in the context of challenges faced by Small Island Developing States (SIDS). The consultant will contribute to a capacity development project funded by the Government of Italy, working closely with the Ministry of Strategic Planning, National Development & Statistics.

Responsibilities

The consultant will provide technical advice to the Ministry of Strategic Planning, National Development and Statistics of Fiji on refining the national Financing Strategy, aligning it with the National Development Plan and Vision 2050. This includes formulating a Risk Management and Climate-Resilience Financing Matrix, identifying best practices for closing financing gaps, and validating costing data. The role involves assisting the Ministry in engaging with UN entities and international financial institutions to support the INFF process in Fiji. Furthermore, the consultant will develop and implement a capacity-development plan, delivering workshops and training on INFFs. Active contribution to peer exchange activities, participation in technical backstopping sessions, and support for project reporting, monitoring, and evaluation are also key duties.

Work Experience

A minimum of 10 years of experience in financing for development or related areas, preferably within a Small Island Developing States (SIDS) context, is required. Experience in public financial management, climate finance, or national development planning is desired, as is experience engaging high-level officials and building partnerships.
