National Consultant - Enhanced Monitoring Mechanism (EMM), Cambodia
Organizational Context
The Department of Economic and Social Affairs (DESA), through its Economic Analysis and Policy Division (EAPD), serves as the secretariat for the Committee for Development Policy (CDP). The CDP monitors the development progress of Least Developed Countries (LDCs) and those graduating from this status. This role supports the CDP's mandate by strengthening national capacity in Cambodia.
Job Purpose
This consultancy aims to enhance Cambodia's national capacity to implement the Enhanced Monitoring Mechanism (EMM). The consultant will assist national authorities in integrating the EMM into their national data, monitoring, and evaluation frameworks, including National Development Plans and Sustainable Development Goals monitoring. The objective is to improve national ownership, align EMM indicators with national priorities, and strengthen the country's ability to track progress post-LDC graduation. This initiative is part of a technical cooperation project focused on integrating the EMM into national development planning and monitoring systems, ensuring a robust and sustainable approach to development progress assessment.
Responsibilities
The consultant will produce an inception report detailing the methodology and work plan. A comprehensive report will be developed, identifying relevant indicators for Cambodia based on EMM and national data, assessing existing monitoring systems, and recommending effective integration strategies. This includes refining EMM dashboard indicators, distinguishing between global and national data sources, and establishing clear inclusion criteria. Recommendations will also focus on integrating EMM into existing national systems to avoid duplication and leverage synergies, and on utilizing national systems for reporting to the CDP. The consultant will explore AI-assisted tools for data tracking and forecasting and will assist in organizing a national validation workshop.
Work Experience
A minimum of 8 years of experience in development policy analysis is required. This should include experience working with Least Developed Countries (LDCs). Demonstrated technical and scientific expertise in public policy is necessary, along with excellent policy analytical, technical, managerial, and drafting skills.
