Individual Contractor - Global Finance Implementing Partner Monitoring
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority. The Law Division's OzonAction is responsible for fulfilling UNEP's mandate as an Implementing Agency of the Montreal Protocol's Multilateral Fund, supporting developing countries through a regionalized program. This role supports OzonAction's extensive project portfolio, pending longer-term staffing.
Job Purpose
This role supports the effective monitoring and oversight of OzonAction's global implementing partners. The purpose is to strengthen partner compliance with UNEP policies, enhance due diligence reviews, manage risks proactively, and ensure systematic follow-up of audit requirements. The position also involves maintaining accurate partner records in corporate systems and supporting regional teams with monitoring and reporting obligations. This contributes to operational continuity, portfolio oversight, accountability, and effective management of OzonAction's partner portfolio.
Responsibilities
Key responsibilities include conducting due diligence reviews on implementing partners, monitoring validity periods, and ensuring compliance with UNEP policies. The role involves managing partner documentation in the UNEP Partner Portal, ensuring records are current and complete. It also requires monitoring outstanding audit reports, liaising with regional teams, and maintaining consolidated records of audit status. Additionally, the position involves monitoring partner risk ratings, identifying high-risk partners, and following up on mitigation measures. Support for the Implementing Partner Monitoring and Reporting (IPMR) framework, including deadline monitoring and review of supporting documentation, is also required. The role may also contribute to improving monitoring tools and processes.
Work Experience
A minimum of five years of progressively responsible experience in project monitoring, programme management, finance, reporting, or partner management is required. This is reduced by two years for candidates with a first-level university degree. Experience with implementing partner management, compliance monitoring, risk management, or project oversight within the UN system is required. Experience with ERP and business intelligence tools (e.g., SAP Umoja) is also required.
