Organizational Context

The UN Secretariat's Technology Bank for Least Developed Countries (LDCs) supports LDCs in leveraging science, technology, and innovation (STI) for socio-economic transformation and sustainable development. This consultancy supports Uganda's national Technology Needs Assessment (TNA), focusing on identifying technology needs within prioritized sectors, particularly agriculture and related value chains, to foster growth and achieve SDGs.

Job Purpose

This National Consultant role is crucial for supporting Uganda's Technology Needs Assessment (TNA), with a primary focus on the agriculture sector and its value chains. The consultant will facilitate country-level data collection, engage stakeholders, conduct validation processes, and provide analytical inputs. While the International Consultant leads the overall methodology and report drafting, this role is vital for gathering and analyzing specific national data, identifying technology needs, assessing barriers to adoption, and informing investment strategies to strengthen Uganda's STI capacities and drive sustainable development aligned with national goals.

Responsibilities

The National Consultant will support the TNA by collecting, organizing, and validating national and sectoral information, particularly for agriculture and related value chains. This includes liaising with government institutions, private sector actors, and other data holders to gather productivity-related data and evidence. The consultant will facilitate stakeholder consultations, including workshops and interviews, to identify technology needs, assess adoption barriers, and gather implementation insights. Key tasks involve preparing analytical input reports, supporting the integration of cross-cutting issues like gender and sustainability, and coordinating closely with the UN Technology Bank and the International Consultant to ensure data coherence and support the TNA report's development.

Work Experience

A minimum of three years of relevant work experience in international development, STI, agriculture, agribusiness, or rural development is required. Experience with qualitative and quantitative research methods, data collection, and analysis is essential. Knowledge of Uganda's agriculture sector, agribusiness, and relevant stakeholders is desirable.

Skills

Strong analytical and writing skills. Excellent communication abilities. Proficiency in qualitative and quantitative research methods, data collection, and analysis. Understanding of STI policies and the local development context. Knowledge of Uganda's agriculture sector and stakeholders. Ability to work in professional teams and facilitate stakeholder engagements.
