Organizational Context

The United Nations Environment Programme (UNEP) is the leading global environmental authority. This consultancy is within UNEP’s Climate Change Division, Global Funds Mitigation and Transparency Section, focusing on projects in Latin America and the Caribbean. The division provides oversight and ensures adherence to Global Environment Facility (GEF) guidelines for climate change mitigation projects.

Job Purpose

This consultancy role is to conduct and lead the Mid-Term Review (MTR) for the GEF ID 10932 Capacity Building Initiative for Transparency Brazil Project (DataClima+). The MTR will assess the project's progress, identify challenges, and recommend corrective actions to ensure it remains on track for its objective of strengthening Brazil's national transparency system under the Paris Agreement. The consultant will manage the review process, including design, data collection, analysis, and report writing, contributing to the effective implementation and alignment with the Enhanced Transparency Framework (ETF).

Responsibilities

The consultant will author and lead the Mid-Term Review (MTR) for the Capacity Building Initiative for Transparency Brazil Project, ensuring timely delivery of all outputs as per the Terms of Reference. This includes designing the review methodology, conducting data collection through desk reviews and interviews with key stakeholders, and performing comprehensive analysis. The consultant is responsible for evaluating all project elements against UNEP evaluation office guidance, triangulating information from various sources to ensure evidence-based findings. A key responsibility is to prepare and present clear, actionable recommendations for project improvement in the final MTR report, adhering to UNEP templates and policies.

Work Experience

A minimum of 5 years of technical/evaluation experience is required, preferably including experience with large, regional, or global programs and utilizing a Theory of Change approach. Experience with climate change conventions, GHG inventory, and MRV is necessary. Experience drafting project proposals and assessing project documents is desirable.
