Evaluation Specialist for the Terminal Evaluation of the UNEP/GCF project Enhancing Climate Resilience of Water Sector in Bahrain

The United Nations Environment Programme (UNEP) is the UN system's designated entity for global and regional environmental issues. Its mandate includes coordinating environmental policy consensus and keeping the global environment under review. This consultancy is based at UNEP Headquarters within the Evaluation Office, reporting to the Executive Director, Evaluation Manager, and Director of the Evaluation Office.
Job Purpose
This role serves as an Evaluation Specialist for the Terminal Evaluation of the UNEP/GCF project 'Enhancing Climate Resilience of Water Sector in Bahrain'. The purpose is to conduct an in-depth, participatory evaluation using mixed methods to assess project achievements against expected outputs, outcomes, and impacts. The specialist will contribute to determining the project's success in addressing water scarcity and climate change vulnerability in Bahrain, a Small Island Developing State. The evaluation will inform future strategies and investments in water resource management and climate resilience.
Responsibilities
The Evaluation Specialist will conduct a terminal evaluation of the UNEP/GCF project in Bahrain. Key responsibilities include contributing to the inception phase by preparing evaluation frameworks, protocols, and an inception report. During the data collection and analysis phase, the specialist will perform desk reviews, conduct interviews with stakeholders, and potentially undertake field visits. The role involves reporting progress to the Evaluation Manager, drafting the main evaluation report, and finalizing it based on feedback. Additionally, the specialist will manage stakeholder relations to ensure a participatory yet independent evaluation process, and prepare an Evaluation Brief summarizing key findings and lessons learned.
Work Experience
A minimum of seven years of relevant professional experience in Bahrain is required, specifically in climate change adaptation and/or water resources management, and evaluation. Demonstrated experience in evaluating country-level projects, programmes, or policies is essential. Experience evaluating UN system projects, particularly UNEP or GCF-financed projects, and working with Bahraini government institutions is desirable.
