Principal Evaluator for the Terminal Evaluation of the UNEP/GCF project Enhancing Climate Resilience of Water Sector in Bahrain

The United Nations Environment Programme (UNEP) is the UN's designated entity for global and regional environmental issues. Its mandate includes coordinating environmental policy consensus and monitoring emerging environmental concerns. This consultancy is based at UNEP Headquarters within the Evaluation Office, reporting to the Executive Director, Evaluation Manager, and Director of the Evaluation Office.
Job Purpose
This role serves as the Principal Evaluator for the Terminal Evaluation of the UNEP/GCF project 'Enhancing Climate Resilience of Water Sector in Bahrain'. The purpose is to conduct an in-depth, participatory evaluation using mixed methods to assess project achievements against expected outputs, outcomes, and impacts. The evaluator will manage the evaluation process, including data collection, analysis, and report writing, ensuring stakeholder engagement and maintaining the evaluation's independence. The final output will be a concise evaluation report, contributing to lessons learned and future project design.
Responsibilities
The Principal Evaluator will lead the terminal evaluation of the UNEP/GCF project in Bahrain. Key responsibilities include managing the entire evaluation process, from inception to final report delivery. This involves conducting a preliminary desk review, introductory interviews, and developing the evaluation framework, protocols, and schedule. The evaluator will perform in-depth data collection and analysis through further desk reviews and interviews with stakeholders. If applicable, conducting evaluation missions to project sites and interviewing local communities will be required. The role also entails drafting the main evaluation report, incorporating feedback, preparing a response to comments, and potentially an evaluation brief. Maintaining positive stakeholder relationships and ensuring timely communication with the Evaluation Manager are crucial.
Work Experience
A minimum of ten years of professional evaluation experience is required, including leading independent evaluations of development, environment, or climate-related projects. Experience in country-level evaluations, engaging with government institutions, and utilizing Theory of Change and mixed-methodologies is essential. Experience with climate change adaptation projects, particularly in water resources management, is required. Experience in the Middle East and with GCF-financed projects is desirable.
