Organizational Context

The United Nations Relief and Works Agency (UNRWA) is a UN agency established in 1949 to provide assistance and protection to approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. Its mission is to help refugees achieve their full potential in human development. UNRWA is the largest UN operation in the Middle East, funded primarily by voluntary contributions. This role reports to the Acting Chief of TVET.

Job Purpose

This role is responsible for monitoring and evaluating the performance of educational institutes in accordance with the Institute Quality Review Framework and Standards. The incumbent will assess teaching and learning quality, the institute environment, resource management, and inclusive teaching practices. Key duties include collecting, analyzing, and reporting on institute performance data to ensure the highest standards of professionalism. The role also involves monitoring how institutes address areas for improvement, collaborating on action plans for development, and supporting the dissemination of best practices across the field. The incumbent will create quality assurance reviews with supporting evidence, contribute to professional development, and perform other assigned duties to enhance the overall quality of UNRWA's educational services.

Responsibilities

Monitor and evaluate institute performance, including teaching quality, learning environment, resource management, and inclusive practices, against the Institute Quality Review Framework and Standards. Collect, record, and analyze data on institute performance to produce comprehensive quality assurance reports. Oversee how institutes implement improvement plans, collaborating with the team to develop action plans addressing weaknesses and identifying support needs. Assist in developing the comprehensive Institute Quality Review Framework for the field, focusing on system coherence and performance. Support the dissemination of good practices and communicate with stakeholders regarding the unit's work. Prepare detailed quality assurance reviews with evidence and contribute to regular reporting. Engage in professional development activities and collaborate with peers to enhance practice and stay updated on relevant knowledge.

Work Experience

A minimum of two years of professional experience in education systems, institute quality assurance, or monitoring and evaluation capacity is required. Applicants must also accurately disclose all current outside activities, including employment, consulting, board memberships, and voluntary work.
