Organizational Context

The United Nations Relief and Works Agency (UNRWA) is a UN organization established in 1949 to assist and protect approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, and the West Bank/Gaza Strip. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN entity in the Middle East with over 30,000 staff. This role reports to the Principal of TVET.

Job Purpose

This role is responsible for developing and implementing business entrepreneurship support activities aligned with project objectives and work plans. Key functions include creating and updating training materials based on labor market needs, identifying and registering eligible beneficiaries, and conducting market assessments to identify viable income-generating opportunities. The incumbent will deliver entrepreneurship training covering various business aspects, provide coaching and mentoring to entrepreneurs, and foster innovative initiatives, particularly in digitalization and green enterprises. Additionally, the role involves establishing partnerships with stakeholders to enhance access to financing, managing business toolkits, organizing entrepreneurship events, and monitoring beneficiary progress. The position also requires data collection, reporting, and promoting inclusion principles in all interventions.

Responsibilities

Develop and implement business entrepreneurship support activities, aligning with project objectives and work plans. Create and update entrepreneurship training materials based on labor market needs and beneficiary profiles. Identify, mobilize, screen, and register eligible beneficiaries. Conduct market and business opportunity assessments to identify viable income-generating prospects. Deliver comprehensive entrepreneurship training, including topics like supplier linkages, costing, marketing, financial literacy, and customer relations. Provide individual and group coaching, mentoring, and technical guidance to entrepreneurs. Promote innovative entrepreneurial initiatives, focusing on digitalization, green enterprises, and sustainable models. Establish and facilitate partnerships with government, private sector, financial institutions, and NGOs to enhance access to financing. Manage the provision of business toolkits and organize entrepreneurship events. Conduct field visits to monitor beneficiary progress and provide feedback. Collect, analyze, and maintain project data for reporting and knowledge management. Promote gender equality, youth empowerment, disability inclusion, and environmental sustainability in all interventions.

Work Experience

A minimum of three years of progressive professional experience in business development, entrepreneurship support, feasibility studies, educational or TVET projects, business training, community development, SME development, or microfinance. Demonstrated experience in designing, developing, and delivering entrepreneurship training programs and supporting entrepreneurs is required. Experience in coaching, mentoring, and advisory services for start-ups is also required. Knowledge of the Syrian business environment and local labor market is desirable.
