Organizational Context

The United Nations Environment Programme (UNEP) leads the global NDC Act & Invest project, funded by the International Climate Initiative and the NDC Partnership. This project supports countries in translating their Nationally Determined Contributions (NDCs 3.0) into actionable, investable plans. The project team, based in Paris, manages global coordination and country support, acting as a liaison with the NDC Partnership and other key partners to enhance climate ambition and implementation.

Job Purpose

This role serves as an Agriculture Sector Expert for Nigeria's NDC 3.0 Implementation Strategy and Action Plan, and investment plans. The expert will deliver government-validated technical inputs for the agriculture component and develop a prioritized, investment-ready agriculture pipeline. This involves screening NDC 3.0 agriculture measures, conducting analyses, and preparing investor-ready concept notes for priority projects. The role is crucial for bridging the gap between Nigeria's climate commitments and tangible implementation, particularly in attracting the significant investment needed for NDC 3.0, and ensuring alignment with national development goals and climate targets.

Responsibilities

The expert will provide government-validated technical inputs for Nigeria's NDC 3.0 agriculture component, developing an Implementation Strategy and Action Plan. Responsibilities include screening NDC 3.0 agriculture measures to create a prioritized, investment-ready pipeline, comprising a long-list, short-list, pre-feasibility studies, business model analyses, and investor-ready concept notes for three priority projects. This involves reviewing mitigation and adaptation measures, mapping existing programs, identifying financing gaps, and proposing NDC tagging for investments. The expert will also prepare technical content for implementation-ready actions, defining responsibilities, timelines, cost estimates, and necessary policy reforms for integration into the ISAP. Collaboration with a financial expert is essential for project development.

Work Experience

Requires at least twelve years of experience in agriculture and food systems development, climate-smart agriculture, agricultural value chains, or agribusiness investment, with experience in Sub-Saharan Africa. Demonstrated experience in preparing bankable agricultural projects, including feasibility studies, business model design, and concept notes for climate financiers, is essential. Familiarity with Nigeria's agricultural policy landscape and prior work in Nigeria or West Africa is highly desirable.

Skills

Project technical preparation methodologies, value chain analysis, multi-criteria prioritization, results-based frameworks, strong analytical and drafting skills, ability to produce high-quality policy and technical documents, experience in designing and facilitating participatory workshops, knowledge transfer, teamwork, ability to work under pressure, deadline adherence, proficiency in MS Office and electronic communication tools.
