Transport Sector Expert - Nigeria’s NDC 3.0 Implementation and Investment Plans
Organizational Context
The United Nations Environment Programme (UNEP) leads the global NDC Act & Invest project, funded by the International Climate Initiative and the NDC Partnership. This project supports countries in translating their Nationally Determined Contributions (NDCs 3.0) into actionable, investable plans. The project team, based in Paris, coordinates global efforts and liaises with partners to enhance climate ambition and accelerate progress towards the 1.5°C goal.
Job Purpose
This role serves as a Transport Sector Expert for Nigeria's NDC 3.0 Implementation Strategy and Action Plan, and investment plans. The expert will deliver government-validated technical inputs and develop a prioritized, investment-ready transport pipeline. This includes screening and validating project lists, conducting pre-feasibility and business model analyses, and preparing investor-ready concept notes for at least three priority transport projects. The role is crucial for bridging the gap between Nigeria's climate commitments and tangible implementation in the transport sector, ensuring alignment with national strategies and attracting necessary investments for a sustainable transport future.
Responsibilities
The Transport Sector Expert will provide government-validated technical inputs for Nigeria's NDC 3.0 Implementation Strategy and Action Plan, focusing on the transport sector. Responsibilities include developing a prioritized, investment-ready transport pipeline, which involves screening and validating project lists, conducting pre-feasibility and business model analyses, and preparing investor-ready concept notes for at least three priority transport projects. The expert will also map and build on existing initiatives and investments in the transport sector, identifying complementarities and avoiding duplication. Additionally, the role involves providing technical inputs to translate NDC 3.0 transport measures into implementation-ready actions, including indicative responsibilities, timelines, cost estimates, and monitorable indicators. Knowledge transfer to government counterparts and engagement with multi-stakeholders are also key duties.
Work Experience
Requires at least twelve (12) years of experience in sustainable and low-carbon transport, electric mobility, urban mobility, or transport infrastructure development, with experience in Sub-Saharan Africa. Demonstrated experience in preparing bankable transport projects and public-private partnerships, including feasibility studies and business model design, is essential. Familiarity with Nigeria’s transport policy landscape is highly desirable.
