Senior Programme Management Officer
Organizational Context
The United Nations Office to the African Union (UNOAU) in Addis Ababa, Ethiopia, was established in 2010 to enhance UN-AU interaction, particularly in peace and security. UNOAU provides coordinated advice on capacity-building and operational support, streamlining UN presence for efficiency. This Senior Programme Management Officer role sits within the Integrated Operational Support Division (IOPS) and reports to the Head of IOPS.
Job Purpose
The Senior Programme Management Officer provides strategic and operational advice on program and project design and implementation within the Mission Support and Planning Section. This role leads the development, implementation, and evaluation of assigned programs, directing subordinates and ensuring effective monitoring and assessment. The officer is responsible for coordinating policy development, conducting research and evaluations, and preparing various written outputs. Additionally, the position involves managing outreach activities, training, and providing guidance to stakeholders. A key aspect is coordinating budget and funding activities, establishing partnerships with UN and AU officials, and ensuring effective staff supervision and development. The role also emphasizes data analysis for informed decision-making and reporting, contributing to the overall efficiency and effectiveness of UNOAU's support to the African Union.
Responsibilities
Develops, implements, and evaluates assigned programs and projects, directing subordinates in planning, monitoring, and assessment. Provides strategic and operational advice on program/project design and implementation. Ensures gender mainstreaming guidelines are applied across all activities. Oversees research and program evaluations, presenting findings from diverse sources. Coordinates policy development and implementation, reviewing trends and research studies. Supervises the preparation of various written outputs, including reports, analyses, and briefing notes. Directs support for consultative meetings, including agenda setting and document preparation. Manages outreach activities, designs and conducts training workshops, and delivers presentations. Provides guidance to external consultants and AU Partners, drafting mission summaries. Coordinates budget and funding activities, including program/project preparation, submissions, and financial reporting. Establishes and maintains partnerships with key officials within the UN and AU, as well as other stakeholders. Ensures effective staff utilization, supervision, development, and mentorship. Leads data collection and analysis efforts to identify trends for data-driven planning and decision-making.
Work Experience
Requires a minimum of ten years of progressive experience in project/programme management or administration. Five years of experience within a UN peacekeeping mission or comparable international organization is necessary. Five years of experience in managing logistical, financial, or human resources within the UN system or a similar international organization is required. Experience in managing and supervising diverse teams is essential. Desirable experience includes data analytics, business intelligence, performance reporting, and liaising with the African Union.
