Programme Management Officer
Organizational Context
This position is within the Development Pillar of the United Nations Assistance Mission in Afghanistan (UNAMA) in Kabul. The role focuses on leading and directing programme planning, implementation, monitoring, and evaluation. The incumbent reports to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator, with a secondary reporting line to the Director of UNMAS at headquarters.
Job Purpose
The Programme Management Officer (Chief, Mine Action Section) is responsible for leading the planning, implementation, monitoring, and evaluation of UNAMA's mine action programme in Afghanistan. This includes developing strategies, work plans, and budgets, and mobilizing resources. The role involves advising on mitigation measures for explosive ordnance threats, coordinating policy development, and managing programme performance. The incumbent will also lead outreach activities, engage with de facto authorities, conduct training, and prepare reports for intergovernmental bodies. The objective is to ensure effective leadership and management of major projects and teams, delivering outputs in line with objectives and policies, and fostering strong partnerships.
Responsibilities
The Programme Management Officer is responsible for comprehensive mine action programme management. Key duties include: Planning: Researching and analyzing mine action data to advise on explosive ordnance threats, collaborating on risk mitigation, coordinating policy development, and monitoring programme performance. Implementation: Developing and evaluating the mine action strategy, work plan, and budget; contributing to humanitarian response plans; leading mine action within the protection cluster; advising the Humanitarian Coordinator; and advocating for resources. This also involves monitoring and analyzing programme/project development and implementation, identifying issues, and initiating corrective actions. Outreach and Engagement: Initiating outreach activities, leading engagement with de facto authorities, conducting training, and presenting findings. Administration: Preparing written outputs, providing support for meetings and conferences, and coordinating budget funding activities. The role requires effective leadership, timely delivery of outputs, and proactive issue resolution.
Work Experience
A minimum of seven years of progressive experience in project or programme management is required. Additionally, four years of experience in mine action programme management within a conflict or post-conflict setting is necessary. Two years of managerial experience in a mine action field programme and two years engaging with senior government officials in complex settings are also required. Experience in resource mobilization is essential. Experience in Afghanistan, capacity building, and technical assistance is desirable.
