National Security Officer - FO West Bank

The United Nations Relief and Works Agency (UNRWA) is a UN agency established in 1949, mandated to assist and protect approximately 5.8 million registered Palestine refugees across Jordan, Lebanon, Syria, the West Bank, and Gaza. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN entity in the Middle East with over 30,000 staff. This role supports the Field Security Officer in the West Bank Field Office.
Job Purpose
This role is crucial for supporting the Field Security Officer in developing and implementing security risk management processes, security plans, and contingency measures to ensure the safety and security of UNRWA personnel and operations in the West Bank. The incumbent will manage access control systems, conduct security assessments, and oversee the guard force, including their training and operational support. A key aspect is assisting in the preparation and delivery of security briefings and training for staff. The position also involves managing security-related budgets and advising on equipment acquisition, while maintaining effective relationships with local security authorities and monitoring the local security situation to provide timely updates and ensure compliance with security policies and procedures.
Responsibilities
Assists in developing and implementing security risk management processes, security plans, contingency plans, and evacuation plans. Supports the creation and enforcement of security policies, guidelines, and Standard Operating Procedures (SOPs). Manages security access control systems and equipment, conducting periodic security assessments for premises and installations. Oversees the training and day-to-day operational support of the guard force. Prepares and delivers security briefings and training for personnel. Assists in managing security-related budgets and advises on the procurement and inventory of security equipment. Conducts premises/installation security risk management processes and ensures compliance. Helps establish and test communication/wardens systems. Monitors, collects, assesses, and disseminates security information, reporting to Headquarters as required. Responds to security incidents and ensures compliance with security standards. Establishes and maintains relationships with local security authorities and monitors the local security situation, reporting emerging issues.
Work Experience
Requires at least four years of progressively responsible professional experience in security, disaster, or emergency settings, with security responsibilities in the public or private sector. A valid driving license is mandatory. Practical knowledge of UN administrative policies and procedures, and formal training in security and safety measures are desirable.
