Organizational Context

The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is addressing critical water scarcity in the Arab region. This role supports ESCWA's efforts to enhance groundwater management through geospatial analysis and data accessibility, contributing to regional water security and sustainable development.

Job Purpose

This consultancy aims to support the Ministry of Energy and Water in Lebanon by leveraging geospatial information system (GIS) technologies to improve groundwater resource management. The consultant will review, digitize, classify, and analyze groundwater-related maps, update an interactive WebGIS dashboard with new datasets, and develop a framework for well permitting decisions. The ultimate goal is to enhance the Ministry's capacity to monitor groundwater, support licensing, and inform resource management, thereby contributing to Lebanon's water security.

Responsibilities

The consultant will update an interactive WebGIS dashboard by integrating additional monitoring, climate, and remote sensing datasets. A key responsibility is to develop a draft framework for well permitting decision-making, utilizing specialized codes to operationalize collected data and regulatory criteria. Additionally, the consultant will create comprehensive hydrogeological factsheets for priority national aquifers, drawing data and information from the platform. These tasks collectively aim to improve the analysis and informed decision-making regarding groundwater resources.

Work Experience

A minimum of one year of professional experience in geoscience and GIS analysis is required. Experience with groundwater modeling and Python programming is considered desirable.
