Organizational Context

The International Court of Justice (ICJ), the UN's principal judicial organ, comprises 15 judges and has a dual role in settling legal disputes between states and providing advisory opinions. Unlike other UN principal organs, the ICJ is not serviced by the Secretariat but has its own administration, the Registry. This role is situated within the Office of the Deputy-Registrar.

Job Purpose

This role serves as the ICJ's primary advisor and focal point for project management concerning the renovation and asbestos remediation of the Peace Palace, a project managed by the Dutch Government. The officer will ensure effective implementation of all project aspects, coordinate activities, and manage communication with various internal and external stakeholders. This includes senior management, staff representatives, the host country, the asbestos remediation team, the Carnegie Foundation, and other Peace Palace occupants. The position is crucial for the successful execution of this significant infrastructure project, ensuring minimal disruption and adherence to plans.

Responsibilities

Coordinate all project management activities for the Peace Palace renovation and asbestos remediation, ensuring effective implementation according to agreed plans. Conduct consultations and information meetings with senior management, department heads, staff committees, and external stakeholders, including the host country and relevant foundations. Regularly draft and communicate project updates, changes, and notifications to all relevant parties. Monitor and analyze project development and implementation, identifying issues, initiating corrective actions, and ensuring follow-up. Research, analyze, and present information from diverse sources to support the project. Prepare written outputs such as background papers and reports. Coordinate relocation, moving, and clearance activities between the Carnegie Foundation and the Registry, including site tours as needed. Perform other related duties as required.

Work Experience

A minimum of 7 years of experience in project or program management is required. Experience with large-scale operational relocations (archives, libraries, offices) is desirable. Knowledge and experience in heritage site renovation and rehabilitation, as well as asbestos remediation practices, are also required.
