Organizational Context
The United Nations Relief and Works Agency (UNRWA) is a UN organization established in 1949, mandated to assist and protect approximately 5.8 million registered Palestine refugees across the Middle East. Its mission is to support their human development potential pending a just solution to their plight. UNRWA provides comprehensive services including education, healthcare, and social services, operating as the largest UN entity in the region with over 30,000 staff.
Job Purpose
This role is responsible for managing human resources services and activities within an assigned portfolio at UNRWA's West Bank office. The incumbent will provide essential support and oversight for various HR functions, ensuring compliance with agency regulations and policies. Key contributions include supervising staff, managing HR processes such as appointments, leaves, and separations, and overseeing benefits like Group Medical Insurance. The position plays a crucial part in maintaining efficient HR operations and supporting the welfare of UNRWA staff, contributing to the agency's overall mission of assisting Palestine refugees.
Responsibilities
Manage HR services and activities for a designated portfolio, including supervising, coaching, and training assigned staff. Oversee key HR functions such as new staff appointments (including temporary and casual labor), leave management, dependency allowances, retirements, and separations, ensuring adherence to UNRWA rules and policies. Administer Group Medical Insurance operations. Review and approve Personnel Action Forms, related documents, and HR Management system transactions for entitlements, movements, and payroll elements. Prepare statistical and HR reports for the assigned portfolio. Provide coverage for other HR Officers in the division as needed. Perform other duties as assigned by the supervisor.
Work Experience
Requires five years of relevant experience in human resource management within an international, governmental, or commercial organization, including three years in a supervisory capacity. Proficiency in MS Office applications, the internet, and office technology is also necessary.
