Organizational Context
The United Nations Relief and Works Agency (UNRWA) is seeking a Recruitment Officer for its West Bank office. This role operates under the Human Resources Career Management Officer and supervises a team of professional and general services staff. The position is fixed-term and based in FO West Bank.
Job Purpose
The Recruitment Officer is responsible for managing the day-to-day operations of recruitment services within UNRWA's West Bank office. This includes ensuring vacancy advertisements are compliant, preparing effective recruitment materials, coordinating technical tests, and monitoring application screening. The role involves advising on recruitment issues, assisting in the development of annual recruitment plans, and refining selection procedures. Additionally, the officer provides guidance to candidates, participates in interview panels, and produces statistical reports on recruitment activities. The purpose is to ensure efficient and compliant recruitment processes that support the agency's staffing needs.
Responsibilities
Manage daily recruitment operations, including revising vacancy advertisements for compliance and producing effective promotional materials. Coordinate with hiring offices to prepare technical tests and monitor application screening against established criteria, escalating discrepancies as needed. Prepare for interviews, ensure recruitments align with the overall plan, and incorporate gender perspectives. Participate in interview panels and complete interview reports for local recruitment. Provide guidance and feedback to internal and external candidates throughout the recruitment process. Advise HRCMO and FHRO on recruitment matters, assist in developing the annual Field recruitment plan, and contribute to refining recruitment guidelines and selection procedures. Produce periodic statistical reports on recruitment activities, including data on rosters, new incumbent profiles, and shortlisted candidates. Liaise with external organizations regarding agency vacancies and applications. Provide updates on recruitment issues to relevant program heads and office chiefs. Oversee the development of assessment tools in coordination with hiring offices.
Work Experience
A minimum of five years of progressively responsible experience in human resources management is required, with at least two years specifically in recruitment and succession planning at a supervisory level. Residency in West Bank or Jerusalem and holding a relevant ID is desirable.
