Human Rights Officer
Organizational Context
This position is within the United Nations Mission Integrated Office in Haiti (BINUH) in Port-au-Prince. Reporting to the Head of the Human Rights Division, the Human Rights Officer will support assigned human rights activities, ensuring the implementation of BINUH’s mandate. The role directly reports to the Human Rights Principal.
Job Purpose
The Human Rights Officer will conduct substantive monitoring of human rights and international humanitarian law implementation, following up on recommendations from human rights mechanisms. The role involves collecting, documenting, and analyzing evidence-based information on various rights to support early warning, response, and accountability. This includes conducting field verification missions, drafting comprehensive reports, and preparing analytical papers to inform strategies and decision-making. The officer will advise national counterparts on legislative reforms, design and deliver capacity-building programs, and contribute to mainstreaming human rights across UN frameworks. The position also entails providing technical assistance on justice and security sectors, advising civil society, and participating in UN partner consultations on due diligence policies. Additionally, the role supports the development of strategies for civilian protection and engages youth networks for advocacy, promoting human rights through outreach activities.
Responsibilities
Conduct monitoring of human rights and international humanitarian law, following up on recommendations and investigative findings to ensure compliance and accountability. Collect, document, and analyze evidence-based information on civil, cultural, economic, social, and political rights to support analysis, early warning, and decision-making, considering gender and inclusivity. Undertake human rights monitoring and field verification missions, drafting comprehensive reports with findings and recommendations. Draft, review, and disseminate human rights reports, briefings, and analytical papers to inform strategies and policies, integrating gender perspectives. Advise national counterparts on drafting legislation and reforms aligned with international human rights standards. Design and deliver human rights capacity-building programs for various stakeholders. Contribute to mainstreaming human rights into political, peace, humanitarian, development, and economic frameworks. Provide technical assistance on justice and security sector issues, including trial and detention monitoring. Advise civil society on integrating human rights into protection, rule of law, and accountability efforts. Participate in advising UN partners on the Human Rights Due Diligence Policy. Contribute to strategies for protection of civilians, conflict-related sexual violence, and child protection. Engage youth networks for advocacy and promote human rights through outreach. Maintain confidentiality and handle sensitive information discreetly. Deliver training programs and workshops for UN staff and partners. Supervise daily team activities, provide technical guidance to junior staff, and ensure timely delivery of outputs.
Work Experience
A minimum of 5 years of progressively responsible experience in human rights or related fields is required. This includes at least 3 years of experience in human rights monitoring and investigation, and 3 years in remote human rights monitoring. Experience in political affairs, public affairs, international relations, law, social sciences, economics, development, or humanitarian affairs is desirable.
