Associate Human Rights Officer
Organizational Context
This position is within the UN Human Rights Monitoring Mission in Ukraine (HRMMU), operated by the Office of the High Commissioner for Human Rights (OHCHR) in Kyiv. The Associate Human Rights Officer reports to the Head of Unit, focusing on a specific thematic area of responsibility within the mission's mandate.
Job Purpose
The Associate Human Rights Officer will support the UN Human Rights Monitoring Mission in Ukraine by researching and analyzing human rights issues, including emerging trends and violations, and their gender dimensions. The role involves drafting reports, participating in consultations, and maintaining awareness of political and legal developments. Key contributions include capacity building through training, advocating for the prevention of violations, liaising with various stakeholders to gather data on the human rights situation, and contributing to data-driven planning and reporting through analysis and visualization. The position aims to uphold human rights standards and contribute to remedial actions.
Responsibilities
The Associate Human Rights Officer is responsible for researching and collecting data on human rights issues, trends, and violations, including their gender dimensions, and analyzing this information. Duties include drafting reports, briefing notes, and analytical documents; participating in hearings and consultations; and staying informed about relevant political and legal developments. The role involves ensuring compliance with work standards, conducting safe information handling, and participating in training programs to build national capacity. Additionally, the officer will review human rights issues, discuss their integration into broader efforts, promote community mobilization, and engage in advocacy with authorities and influential actors to prevent violations. Liaising with government, NGOs, civil society, and UN agencies to establish baseline data, designing databases for project tracking, and contributing to data analysis and visualization for planning and reporting are also key responsibilities.
Work Experience
A minimum of two years of progressively responsible experience in human rights, political affairs, international relations, or law is required. Experience in human rights or International Humanitarian Law data analytics is desirable, as is experience conducting interviews with victims/witnesses of human rights violations and experience within the UN or similar international organizations.
Skills
Professionalism, communication, and planning & organizing skills are essential. Specific competencies include knowledge of human rights issues, research and analytical abilities, report drafting, data analysis and interpretation, effective verbal and written communication, and efficient time management.
