Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, promoting sustainable development and advocating for the environment. Through its OzonAction programme, UNEP supports developing countries in meeting Montreal Protocol obligations, including phasing down hydrofluorocarbons (HFCs) and improving cooling equipment energy efficiency. This role supports the development of electronic Product Registration Systems (PRS) in ASEAN member states.
Job Purpose
This consultancy aims to provide expert support for the development and deployment of electronic Product Registration Systems (PRS) in ASEAN member states. The role involves conducting preparatory, analytical, and design work to establish the technical, functional, and institutional prerequisites for these systems. The PRS will enable manufacturers and authorities to register products, verify compliance with Minimum Energy Performance Standards (MEPS), manage approvals, track imports, and facilitate market surveillance. The consultant will ensure efficient implementation and long-term sustainability of the PRS, contributing to the effective management of refrigerants and energy efficiency in the cooling sector, aligning with the Kigali Amendment to the Montreal Protocol.
Responsibilities
The consultant will conduct a comprehensive assessment of existing U4E PRS assets, including source code and architecture, identifying reusable components and documenting gaps. This involves stakeholder consultations with UNEP, National Ozone Units, and partner institutions to gather requirements and document operational workflows. The role includes defining user roles, access controls, and permission structures. Furthermore, the consultant will analyze and consolidate country-specific functional and technical requirements, develop the system architecture, define database models, data structures, and application modules, and establish security requirements aligned with OWASP standards. The consultant will also define country-specific configurations for MEPS, energy labelling, localization, and regulatory workflows, and develop an implementation plan including deployment strategy, testing framework, training strategy, and roadmap.
Work Experience
A minimum of 5 years of experience in full-stack web application development is required. Demonstrated experience delivering database-driven registration, licensing, or similar transactional systems, preferably for government or public-sector clients, is essential. Proficiency in a mainstream web development framework is necessary; experience with Node.js is an asset.
