NDC Implementation, Investment Planning and MRV Expert

The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest Initiative, funded by IKI and the NDC Partnership, aims to help countries translate their climate ambitions into actionable plans. This role supports Liberia's NDC 3.0 implementation, aligning with UNEP's global project management and coordination efforts.
Job Purpose
This consultancy aims to provide technical expertise to the Environmental Protection Agency of Liberia to develop two key government-endorsed deliverables: a Revised NDC Implementation Plan with sector-specific tracking tools and a results-based monitoring framework, and an Updated NDC Investment Plan. The Investment Plan will include a climate finance matrix, financing strategy, resource mobilization guidelines, and a pipeline of ten bankable project concept notes. The role supports Liberia's commitment to its NDC 3.0 targets, bridging the gap between climate ambition and tangible implementation through strategic planning and investment.
Responsibilities
Develop a Revised NDC Implementation Plan aligned with Liberia's NDC 3.0, including sector-specific measures, institutional arrangements, capacity-building needs, and a results-based monitoring framework. Design sector-specific tracking tools integrated into Liberia's M&E systems. Create an Updated NDC Investment Plan, detailing priority interventions, financing needs, and resource mobilization pathways. This includes developing a climate finance matrix, a financing strategy, resource mobilization guidelines, and elaborating ten bankable project concept notes. The work involves extensive stakeholder engagement with government institutions and partners, ensuring a whole-of-government approach and mainstreaming gender equality and social inclusion.
Work Experience
Requires 12 years of professional experience in climate change policy, NDCs, and sustainable development. Demonstrated experience in developing, implementing, and monitoring NDCs or related climate frameworks is crucial. Proven experience in climate finance, investment planning, and project development for international climate funds is necessary. Strong knowledge of MRV systems, greenhouse gas inventories, and transparency frameworks is also required.
