National Data Expert
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the international environmental agenda and promoting sustainable development. The NDC Act & Invest Initiative, funded by IKI and the NDC Partnership, supports countries in raising climate ambition and translating NDCs into actionable plans. This role is part of the global project management team based in Paris.
Job Purpose
This role serves to provide a robust, verifiable evidence base for Liberia's climate action plans. The expert will contribute to developing a Revised NDC Implementation Plan and an Updated NDC Investment Plan by creating a source-referenced partner mapping matrix, documenting inclusive consultation processes, validating climate finance data, and preparing technical inputs for government agencies. The ultimate goal is to enhance Liberia's climate ambition and ensure its NDCs are both ambitious and achievable, accelerating progress towards the 1.5°C goal and improving global resilience.
Responsibilities
The expert will provide technical inputs to deliver Liberia's Revised NDC Implementation Plan and Updated NDC Investment Plan. Key duties include designing and leading consultation processes, documenting proceedings, and compiling a validated partner mapping matrix. The role involves curating and validating data for multi-criteria analysis, preparing technical documentation for consultations and workshops, and quality-assuring the upload of the Implementation Plan onto the NDC Partnership online tool. Additionally, the expert will compile and validate sector data, indicator baselines, and sources, and deliver training to relevant government staff on data usage and updates. The role also requires curating and validating existing financial strategies and reference documents, conducting institutional reviews, and preparing technical documentation for investment plan validation workshops.
Work Experience
Requires at least nine years of senior-level experience advising government institutions and development partners in Liberia on climate change, environment, or sustainable development programs. Demonstrated expertise in designing data collection systems, preparing technical inputs for multi-stakeholder consultations, and producing analytical reports is essential. Proven experience in compiling, validating, and quality-assuring project data is also necessary.
Skills
Strong organizational capacity for technical documentation; experience in designing and implementing data collection and validation processes; proficiency in qualitative and quantitative data analysis (Excel, statistical tools); strong organizational and time management abilities; high integrity, professionalism, and attention to detail; proficiency in Microsoft Office Suite; familiarity with GIS or data visualization tools is an advantage.
