Organizational Context
The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. It guides, monitors, and reports on the Sendai Framework, supporting global and regional implementation. This role supports the Water at the Heart of Climate Action project, focusing on Pillar 1 and enhancing early warning systems.
Job Purpose
This consultancy aims to support the roll-out of the early warning project in Uganda, with a specific focus on risk knowledge. The role will collaborate with other project pillars and thematic areas, supporting national stakeholders in establishing and operationalizing the national situation room and its linkage to emergency coordination centers and the Africa Multi-Hazard Early Warning and Action System (AMHEWAS) programme. The purpose is to strengthen multi-hazard early warning systems (EWS) and community resilience against water-related climate disasters, ensuring smooth project implementation and facilitating access to funding for early warning initiatives.
Responsibilities
Support the roll-out of the early warning project in Uganda, focusing on risk knowledge and collaborating with other project components. Assist national stakeholders in establishing and operationalizing the national situation room and its integration with emergency coordination centers and the AMHEWAS programme. Lead in-country coordination of the Water at the Heart of Climate Action project with the Office of the Prime Minister, UNDRR, and the consortium coordinator. Plan and deliver project activities in Uganda to enhance multi-hazard early warning systems and community resilience to climate disasters. Facilitate capacity development, risk data governance, and technical assessments. Provide logistical and technical support for workshops and consultations with government counterparts and stakeholders. Support data maturity assessments, risk data governance, and training on multi-hazard risk assessments.
Work Experience
At least five years of experience in disaster risk assessment, early warning systems, and risk analysis related to EWS, anticipatory action, and disaster prevention. Experience with hydrometeorological hazards assessment, vulnerability assessment, weather forecasting, and monitoring is required. Experience in leading country-led development initiatives, multi-stakeholder partnerships, and capacity strengthening is desirable.
