The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the international environmental agenda and promoting sustainable development. The NDC Act & Invest Initiative is a global project funded by IKI and the NDC Partnership, designed to help countries translate their climate ambitions into actionable plans. The project team, based in Paris, manages and coordinates global project implementation.

Job Purpose

This role supports Liberia's environmental efforts by developing gender-responsive measures, criteria, and indicators for its Revised NDC Implementation Plan and Updated NDC Investment Plan. The expert will ensure gender equality and social inclusion are mainstreamed throughout the project cycle, aligning with national and international frameworks. This involves conducting gender analyses, developing project gender plans, and integrating gender considerations into policy and investment strategies to enhance the achievability of climate goals and promote global resilience.

Responsibilities

Develop gender-responsive measures, criteria, and indicators for Liberia's Revised NDC Implementation Plan and Updated NDC Investment Plan. Conduct a detailed gender analysis at inception and develop a project gender strategy aligned with national and international policies. Provide gender-mainstreaming inputs for NDC 3.0 review and prioritization. Design gender-responsive actions and sex-disaggregated indicators for the Implementation Plan's M&E framework. Identify gender-specific financing opportunities and integrate them into the Investment Plan. Provide technical inputs for outreach to women's organizations and marginalized communities, ensuring their participation. Train project teams and counterparts on gender mainstreaming. Assess compliance with social safeguards.

Work Experience

At least nine years of experience in gender equality and social safeguards within climate or development projects. Demonstrated expertise in mainstreaming gender in policy and investment planning. Experience integrating inputs from diverse groups into technical analyses and planning frameworks. Familiarity with relevant national and international gender frameworks. Experience in developing and tracking gender-responsive indicators, including sex-disaggregated data.

Excellent gender analysis skills; Strong outreach skills with diverse groups; Clear and concise written communication; Ability to produce high-quality gender assessments and strategies; Capacity to design gender KPIs and track them; Proficiency in MS Office.
