Technical Consultant for IT Strategy Implementation
Organizational Context
The United Nations Joint Staff Pension Fund (UNJSPF) Office of Investment Management (OIM) in New York manages a global investment portfolio exceeding $100 billion. This role supports the OIM's IT Strategy (2026-2030) implementation, reporting to the Chief Operating Officer, and is crucial for modernizing the fund's technological infrastructure and operations.
Job Purpose
This Technical Consultant role is pivotal in leading the implementation of the UNJSPF Office of Investment Management's IT Strategy for 2026-2030. The purpose is to translate strategic objectives into a cohesive, outcome-focused program roadmap, ensuring successful delivery of coordinated initiatives. The role involves providing expert technical and policy advice to senior management, optimizing resource allocation, and ensuring all implementation activities adhere to established standards for architecture, security, data governance, and business continuity. Ultimately, the consultant will drive the adoption of sustainable, reusable solutions aligned with the target enterprise architecture, thereby strengthening institutional capability and advancing digital maturity.
Responsibilities
Lead the implementation of the IT Strategy (2026-2030) by establishing and maintaining an integrated program roadmap, translating strategic priorities into coordinated initiatives, delivery plans, and measurable benefits. Provide authoritative technical and policy advice on systems development and business applications, identifying future needs and disseminating best practices. Plan, prioritize, and optimize the allocation of financial, human, and technical resources, addressing capacity and capability gaps. Ensure implementation activities adhere to standards for system architecture, information security, data governance, interoperability, service management, and business continuity. Establish and maintain program governance, including delivery standards, decision-making forums, performance reporting, risk and issue management, change control, and benefits realization. Develop and monitor performance measures to ensure projects meet time, cost, and quality parameters. Apply a data-driven approach to program management using KPIs, maturity measures, and dashboards to track progress and demonstrate organizational outcomes.
Work Experience
Required: Multi-year experience leading IT strategy implementation (at least three years), enterprise system architecture integration, digitalization and automation delivery, and data-driven performance management. Desirable: Experience in financial services IT, enterprise architecture, domain migration, integrated roadmap delivery, and change adoption/operating model redesign.
