Movement Control Assistant
Organizational Context
The United Nations Support Office in Haiti (UNSOH) provides support to the Gang Suppression Force, the UN Integrated Office in Haiti, the Haitian National Police, and the Haitian Armed Forces. UNSOH also delivers technical assistance to the Organization of American States. This Movement Control Assistant role is within the Movement Control Section, under Supply Chain Management Services in Port-au-Prince, reporting to the Movement Control Officer.
Job Purpose
The Movement Control Assistant plays a crucial role in providing essential movement control services to support field mission activities. This involves managing the transportation of passengers and cargo, including dangerous goods, ensuring efficient and cost-effective operations. The role contributes to the development of standard operating procedures, budget proposals, and training activities to enhance capacity. Additionally, the assistant is responsible for inbound delivery coordination, ensuring timely and accurate receipt of all cargo shipments into the mission area, thereby facilitating the mission's logistical operations and overall effectiveness.
Responsibilities
The Movement Control Assistant is responsible for receiving and processing requests for passenger and cargo transportation, including those involving dangerous goods. This includes assisting in planning and scheduling movements, determining optimal transportation modes, and coordinating with various units and external service providers. The role involves liaising with governmental and non-governmental organizations on customs and immigration matters, and recording statistical data to analyze performance and optimize resource utilization. Responsibilities also extend to supervising cargo warehouse activities, ensuring proper handling, storage, and documentation of goods, and compliance with regulations for dangerous goods. Furthermore, the assistant maintains electronic databases, contributes to the development of standard operating procedures and budget proposals, prepares operational plans and reports, and coordinates inbound delivery activities, tracking shipments and resolving any delays.
Work Experience
A minimum of eight years of progressive experience in movement control, multi-modal transportation, logistics management, or a related field is required. Experience with IATA/IMO rules for dangerous goods, at least two modes of transport, customs clearance, and inbound shipment coordination is necessary. Experience in international operations in post-conflict environments and data analysis for transportation/supply chain management is desirable.
