Judicial Response to Anti-corruption Expert
Organizational Context
The UN Secretariat, through the Office of the High Commissioner for Human Rights (OHCHR), is supporting the Government of Liberia and the Liberian Anti-Corruption Commission (LACC) in strengthening its national framework for accountability. This role is based in Monrovia and focuses on enhancing the capacity of investigators and prosecutors.
Job Purpose
This consultancy aims to design and develop a comprehensive, tailored capacity-building program for investigators and prosecutors at the Liberian Anti-Corruption Commission (LACC). The program will focus on a human rights-based approach to investigating and prosecuting corruption-related offenses, strengthening asset declaration, verification, compliance, tracing, recovery, confiscation, and management processes. The ultimate goal is to build the LACC's capacity to effectively prevent, detect, investigate, and prosecute complex corruption cases in line with Liberian law and international standards, with a specific emphasis on integrating gender considerations.
Responsibilities
The consultant will produce an inception report detailing findings from stakeholder consultations, legal framework reviews, and existing initiatives. They will develop a competency-based modular curriculum framework, including core and specialized training tracks on corruption investigation and prosecution using a human rights-based approach with a gender focus. This includes creating detailed curriculum modules with learning objectives and assessment methodologies. The consultant will identify suitable training providers and experts, and develop a detailed implementation strategy, including governance and operational modalities. A monitoring, evaluation, and learning framework will be created, along with a report from a validation workshop. Finally, the consultant will produce a comprehensive final report and participate in briefings to key government stakeholders.
Work Experience
A minimum of 7 years of progressive professional experience in roles such as prosecutor, judge, lawyer, or legal consultant in international criminal justice, anti-corruption, or rule of law is required. At least 3 years of direct experience investigating and prosecuting corruption using a human rights-based approach in common law systems or international mechanisms is necessary. Proven experience in designing and implementing capacity-building programs for justice sector actors, including curriculum development, is essential. Experience in post-conflict settings, particularly in Africa, is highly desirable.
