Consultant on Gender Mainstreaming
Organizational Context
The Office of the Special Representative of the Secretary-General for Children and Armed Conflict (OSRSG CAAC) is the UN's leading advocate for children affected by armed conflict. Established by General Assembly Resolution A/RES/51/77, the office systematically engages the UN Security Council on child protection issues and reports on grave violations against children. It fosters protection through engagement with parties to conflict, partners, and regional networks.
Job Purpose
This consultancy aims to conduct an inter-sectional analysis of the OSRSG CAAC's guiding documents to enhance the integration of gender into its strategic planning. The role will contribute to strengthening the application of a gender lens across all OSRSG CAAC activities, including data collection, analysis, research, and advocacy. By evaluating current strategic documents and proposing measurable indicators, the consultant will ensure a more comprehensive understanding of the experiences of all children affected by armed conflict, aligning with the UN-SWAP for Gender Equality and Women’s Empowerment. The ultimate goal is to improve the representation of gender and intersectional analysis in key UN documents.
Responsibilities
The consultant will conduct an inter-sectional analysis of the OSRSG CAAC’s guiding documents, specifically focusing on how gender can be integrated into strategic planning. This analysis will encompass key documents such as the annual Programme Budget and the Special Representative’s Senior Manager’s Compact. The consultant is expected to identify areas for improvement and propose measurable indicators to strengthen gender representation and analysis within these strategic frameworks. This work supports the OSRSG CAAC's ongoing efforts to apply a systematic gender-sensitive approach to its mandate and reporting.
Work Experience
A minimum of 7 years of progressive experience in human rights monitoring and reporting and/or child protection is required. In-depth knowledge and experience with gender and gender-based violence, particularly in contexts implementing the Monitoring and Reporting Mechanism (MRM), are essential. A proven track record of producing studies and recommendations on Children and Armed Conflict (CAAC) issues is also required.
Skills
Expertise in International Humanitarian Law, International Criminal Law, International Refugee Law, and International Human Rights Law related to CAAC. Proven ability in complex research, monitoring, and documenting grave violations against children. Familiarity with the UN system and the CAAC mandate. Excellent research, writing, communication, and analytical skills. Fluency in English is required; knowledge of French or another UN language is desirable.
