Programme Assistant
Organizational Context
This position is based in Port-au-Prince at the Programme Office in Haiti (POHTI), under the United Nations Office on Drugs and Crime (UNODC) Regional Office for Central America and the Caribbean (ROPAN). The role operates under the guidance of the UNODC Representative and direct supervision of project advisors, with additional guidance from UNODC headquarters and the Anti-Corruption Hub.
Job Purpose
The Programme Assistant will support the implementation of a project aimed at strengthening Haiti's capacity to investigate, prosecute, and adjudicate corruption and economic crimes, money laundering, and related offenses, while improving international information sharing on transnational organized crime. The role is crucial for the effective functioning of the Front Office and the project's administrative and logistical operations. This includes managing correspondence, coordinating meetings, processing administrative requests, and providing backstopping support to the core team. The position ensures smooth project execution by handling procurement, budget monitoring, and logistical arrangements for various activities, contributing to the overall success of UNODC's mandate in Haiti.
Responsibilities
Manage and coordinate administrative tasks for the Front Office, including responding to correspondence. Perform general administrative duties such as arranging meetings, events, and travel. Maintain office calendars and communicate relevant information. Provide administrative backstopping to the Regional Office core team. Assist with budget performance submissions and finalization of reports, analyzing variances. Process purchase requisitions, orders, and deliveries via Umoja, liaising with procurement and vendors. Monitor funds commitments, service entry sheets, and goods receipts in Umoja, and follow up on payments. Initiate and process Low-Value Acquisitions (LVAs) according to UNODC/UNDP procedures. Support vendor registration and data maintenance. Provide logistical and administrative support for training, workshops, missions, and field consultations. Proofread and edit documents for accuracy and adherence to standards. Compile and organize information for reports, studies, and meetings. Assist with data collection, analysis, and preparation of presentations and reports. Update information materials and guide new personnel on established processes.
Work Experience
A minimum of five years of experience in administration, programme support, finance, procurement, or project support is required. This is reduced to three years with a first-level university degree. Experience in procurement processes, budget monitoring, and financial reporting is required. Experience providing administrative and logistical support for international organizations, data analytics, and ERP systems like Umoja is desirable.
