Organizational Context

The United Nations Human Settlements Programme (UN-Habitat) promotes sustainable urban development globally. Its Regional Office for Asia and the Pacific (ROAP), based in Fukuoka, Japan, oversees programmes across the region. This role, situated within ROAP Fukuoka, supports engagement with Japanese national and local entities to advance UN-Habitat's mission.

Job Purpose

This role serves to support UN-Habitat's Regional Office for Asia and the Pacific (ROAP) in Fukuoka, Japan, by fostering and maintaining partnerships within Japan. The incumbent will identify and develop opportunities with Japanese public and private sector entities, academia, and civil society to advance sustainable urban development. Key contributions include supporting resource mobilization, contributing to policy dialogues, and ensuring alignment with ROAP's strategic objectives. The position requires a strong understanding of Japan's national context to effectively bridge local expertise with regional and global urban development priorities, ultimately enhancing UN-Habitat's impact in the region.

Responsibilities

Develop, implement, and evaluate assigned programmes and projects, monitoring progress and addressing issues. Maintain and expand partnerships with Japanese private sector, local governments, academia, and foundations to support ROAP and UN-Habitat. Develop and implement locally-tailored partnership and resource mobilization strategies, establishing benchmarks for success. Monitor ROAP strategy to identify new partnership opportunities and adapt to evolving trends in Japanese policy, technology, and finance. Prepare due diligence inputs for potential investment and partnership opportunities, contributing to dialogues on development assistance policies. Engage with external stakeholders, including national government and financial institutions, and coordinate with UN-Habitat entities globally. Conduct research, analyze data, and present findings to support decision-making. Organize and prepare written outputs, including reports and publications. Provide support for meetings and conferences, and coordinate outreach activities. Manage budget funding activities and prepare related reports. Collect and analyze data for planning, decision-making, and reporting, including partnership mapping and resource mobilization tracking.

Work Experience

A minimum of seven years of progressive experience in strategic planning, sustainable development policy, project/programme management, or administration is required. Five years of experience with an international organization as a senior advisor or team leader is necessary. Experience in resource mobilization, donor relations, and outreach within urban development cooperation is required. Experience supporting development and providing technical advice in Asia is also required. Experience with government functions or advisory roles supporting government bodies, and organizing high-level events, is desirable. Two years of data analytics experience is desirable.
