International Consultant on Strategic Planning
Organizational Context
The UN Secretariat, specifically the Office of the High Commissioner for Human Rights, is seeking an International Consultant on Strategic Planning based in Bishkek, Kyrgyzstan. This role is crucial for supporting the mid-term strategic review and re-accreditation process of a national human rights institution.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive mid-term strategic review and develop an updated strategic plan for a national human rights institution in Kyrgyzstan. The role involves analyzing current legislation against international standards (Paris Principles), facilitating multi-stakeholder consultations, and integrating findings into a revised strategic document. The ultimate goal is to ensure the institution's alignment with requirements for "A" status accreditation and to provide guidance for its long-term sustainability and effective operation within the UN human rights framework.
Responsibilities
Conduct a comprehensive situational analysis, including a desk review of the existing development strategy against Paris Principles and capacity assessment requirements. Develop a technical inception report detailing the review methodology, focusing on a Human Rights-Based Approach. Organize and facilitate multi-stakeholder consultations with government agencies, civil society, and international partners to identify institutional challenges and validate strategic priorities. Draft an updated 5-year Strategic Plan, embedding legislative and operational milestones for re-accreditation and incorporating Results-Based Management (RBM) indicators. Submit a final, validated strategic plan and provide technical briefs for leadership on operationalizing new priorities and ensuring institutional sustainability.
Work Experience
A minimum of 7 years of professional experience in institutional development, strategic planning, or strengthening National Human Rights Institutions is required. Proven experience in technical legal analysis, aligning national frameworks with international standards (Paris Principles, GANHRI), and familiarity with the UN human rights system are essential.
