Organizational Context

The United Nations Environment Programme (UNEP) is the UN system's entity for global and regional environmental issues. The Mediterranean Action Plan (MAP), based in Athens, Greece, operates under UNEP. This role supports the MAP Secretariat in developing a Resource Mobilization Strategy for 2028-2033, crucial for implementing the Medium-Term Strategy and Programmes of Work.

Job Purpose

This consultancy aims to support the MAP Secretariat in updating the Resource Mobilization Strategy (RMS) for 2028-2033. The updated strategy will be essential for securing adequate, predictable, and coherent resources to effectively implement the UNEP/MAP Medium-Term Strategy and its associated Programmes of Work. The role involves guiding Contracting Parties and the Secretariat in resource mobilization efforts, ensuring the financial sustainability of MAP's environmental initiatives in the Mediterranean region. The consultant will work under the supervision of the UNEP/MAP Deputy Coordinator and in consultation with the Programme Officer (Governance).

Responsibilities

The Consultant/Regional Expert will be responsible for developing a work plan and timetable for the RMS update. Key duties include evaluating the current RMS implementation, conducting a desk review of existing and new funding mechanisms and donors, and preparing a study to identify funding opportunities for regional and national priorities. The role also involves reviewing the existing RMS, recommending updates, and developing a communication mechanism to target donors and partners. Finally, the consultant will prepare and revise drafts of the updated RMS and its implementation roadmap, ensuring it aligns with the MTS 2028-2033 and facilitates necessary funding.

Work Experience

A minimum of 7 years of relevant professional experience is required, including at least 4 years of proven experience with various donors and institutions in environment and sustainable development, specifically in resource mobilization. Experience in resource mobilization within the Mediterranean region is desirable. Familiarity with gender mainstreaming and UNEP/MAP programs is also advantageous.
