Consultancy on Integrated Climate, Biodiversity, Blue and Circular Economy Action towards COP32
Organizational Context
The Economic Commission for Africa (ECA) seeks a consultant to support its work programme and enhance its contribution to Africa's climate and sustainable development priorities, particularly in preparation for COP32. This role will strengthen analytical capacity, policy positioning, stakeholder engagement, and strategic partnerships related to climate action, biodiversity, and the blue and circular economies.
Job Purpose
The consultant will provide crucial technical and strategic support to the Climate, Food Security and Natural Resources Division's work programme, focusing on integrated climate, biodiversity, blue, and circular economy actions. This role is instrumental in preparing Africa's priorities for COP32, developing analytical and knowledge products, and strengthening policy analysis and strategic positioning. The consultant will also facilitate stakeholder engagement, coordinate efforts among diverse partners, and contribute to developing strategic initiatives and partnerships. The ultimate aim is to enhance coherence and impact in Africa's sustainable development agenda leading up to and beyond COP32, ensuring effective representation and advancement of regional priorities in international processes.
Responsibilities
The consultant will conduct research and analysis on policy issues at the intersection of climate change, biodiversity, blue economy, and circular economy, contributing to analytical reports and policy briefs. They will provide substantive input to ECA's analytical work, monitor international policy developments, and develop evidence-based policy recommendations. A key responsibility is supporting ECA's engagement in COP32 preparations, including developing thematic priorities, messages, and strategic positioning for Africa. This involves preparing briefing materials, supporting high-level engagements, and organizing events. The role also includes facilitating stakeholder consultations, engaging with various African and international entities, and contributing to partnership development. Furthermore, the consultant will provide technical inputs for planning, implementing, and monitoring activities, and support knowledge sharing and communication of ECA's work.
Work Experience
A minimum of five years of work experience is required in areas such as environmental policy, green and blue economy, circular economy, natural capital, carbon and biodiversity credits, and sustainable development. Experience in research, policy analysis, programme/project support, or capacity development at national, regional, or international levels is also necessary.
