Senior Investigator
Organizational Context
The United Nations Relief and Works Agency (UNRWA) is the largest UN operation in the Middle East, employing over 25,000 staff. It serves vulnerable communities and aims to safeguard its operations through high-quality investigations and independent oversight. This role reports to the Chief, Investigations Division, and requires travel within the Agency’s area of operations.
Job Purpose
This role is responsible for conducting and coordinating investigations into potential violations of UNRWA rules, regulations, policies, and standards, including fraud, corruption, sexual exploitation and abuse, and breaches of neutrality. The incumbent must apply objectivity, impartiality, and fairness in accordance with international investigative standards. Key functions include assessing complaints, developing investigation plans, analyzing evidence, conducting interviews, preparing reports, and making recommendations for corrective actions and improved controls. The role also involves advising on best practices, supporting other investigations, contributing to policy development, and coordinating with relevant internal and external stakeholders to ensure the integrity and effectiveness of UNRWA's operations.
Responsibilities
Conduct and coordinate investigations into potential violations of Agency rules, regulations, policies, and standards, including fraud, corruption, sexual exploitation and abuse, and breaches of neutrality. Apply objectivity, impartiality, and fairness in all investigative processes, adhering to international standards. Review and assess complaints, formulate investigation plans, analyze information, and conduct interviews. Obtain and analyze documentary and electronic evidence, and conduct investigative research. Prepare comprehensive investigation reports and ad hoc briefs, reporting outcomes to the Chief, Investigations Division. Develop recommendations for corrective actions, improved controls, and enhanced system effectiveness. Coordinate with local officials, governments, and outside organizations, and secure internal support for investigative work. Provide advice on best practices in investigations and support investigations conducted by Field Offices and HQ Departments. Assist in developing and implementing investigator training and contribute to the Agency’s policy and procedural framework based on lessons learned.
Work Experience
A minimum of seven years of progressively responsible experience in criminal or administrative inquiries, applying internationally recognized investigation techniques. At least two years of relevant international experience outside UNRWA and the country of citizenship is required, unless already serving as an international staff member in the UN Common System. Formal investigation training or certification, such as CFE, is mandatory.
