Organizational Context

The United Nations Integrated Office in Haiti (BINUH) promotes political stability, good governance, and human rights. Established by Security Council resolution 2476, it supports national dialogue and a peaceful environment. This Close Protection Officer role is based in Port-au-Prince and reports to the Head of the Close Protection Unit.

Job Purpose

The Close Protection Officer advises the Chief Security Officer on close protection operations and develops mission policies, guidelines, and standard operating procedures. The role involves creating and delivering training programs for protection personnel and principals, conducting personal protection tactics training, and managing resources. Responsibilities include developing budget requirements, operating and maintaining equipment, leading the Close Protection Unit as needed, and coordinating with host country authorities. The officer also conducts security risk assessments, recommends mitigation measures, and executes close protection operations according to UN standards for protected persons.

Responsibilities

Advise the Chief Security Officer on close protection operations. Develop and prepare mission close protection policies, direction, guidelines, and standard operating procedures. Create and deliver close protection training programs for personnel and principals. Conduct personal protection tactics and techniques training. Manage resource mobilization and maintenance. Develop close protection requirements and integrate them into the mission budget process. Operate and maintain close protection equipment. Lead the Close Protection Unit when required. Coordinate close protection operations with Host Country and other relevant authorities. Produce security risk assessments for principals, their residences, and offices, recommending and implementing mitigation measures. Coordinate and conduct close protection operations for protected persons in line with UN standards.

Work Experience

A minimum of eight years of experience in close protection with a national, private, or international security organization is required, with at least five years of progressive responsibility. One year of international experience in a conflict or post-conflict environment is necessary. Experience with UN certification in close protection firearms, communications, surveillance equipment, and vehicles is required. Experience in principal protection, static/mobile operations, command post operations, response techniques, and training is desirable.
