Organizational Context

The UN Resident Coordinator Offices (UN RCO), led by an empowered UN Resident Coordinator, support countries in achieving development priorities and the SDGs. This role is within the UN Secretariat's Development Operations Coordination Office (DCO), recalibrated to support the UN 2.0 shift, focusing on data, digital, and innovation. The position is based in Luanda, Angola.

Job Purpose

This Associate Data Specialist role supports the UN Country Team (UNCT) and its groups by consolidating, validating, and assuring the quality of data inputs for the UN Sustainable Development Cooperation Framework (UNSDCF). The purpose is to strengthen the use of data, evidence, and analytical insights for effective monitoring of progress towards SDGs, identifying trends and gaps, and informing strategic discussions, reporting, and adaptive management. The role also coordinates inter-agency data and reporting processes, resolves data gaps, and conducts integrated analysis to support UNCT decision-making and joint planning, aligning with the UN 2.0 data-driven approach.

Responsibilities

Implement and manage databases, data collection systems, and analytics to optimize statistical efficiency and quality. Analyze and interpret trends using statistical methods, and acquire/clean data from various sources. Develop monitoring, evaluation, and learning (MEL) products for UNSDCF, and co-design digital tools with national partners. Create reports, dashboards, and visualizations to convey findings and support decision-making. Integrate monitoring milestones and evidence streams into data pipelines. Assist in UNCT statistical capacity-building and provide training on data analytics, results-based management, and evaluation techniques. Conduct outcome-level analysis and contribution studies. Identify new data sources and techniques, and develop processes to monitor model performance and data accuracy. Contribute to advanced data science product development using AI, machine learning, and other analytical methods.

Work Experience

A minimum of two years of experience translating business requirements into technical solutions is required. Desirable experience includes database management, data validation, data storytelling/visualization tools (e.g., Tableau, Power BI, R), and knowledge of the data life cycle. Project management skills and experience in developing training programs are required.
