Associate Data Specialist
Organizational Context
The UN Resident Coordinator Offices (UN RCO), part of the UN Secretariat's Development Operations Coordination Office (DCO), support countries in achieving development priorities and SDGs. This role is within the UN RCO in Kigali, Rwanda, contributing to the UN 2.0 shift focused on data, digital, and innovation, under the guidance of the Head of the Resident Coordinator's Office.
Job Purpose
This role supports inter-agency UN Country Team (UNCT) groups and tracks the implementation of the Cooperation Framework. The purpose is to optimize statistical efficiency and quality through the development and implementation of databases, data collection systems, and data analytics. The incumbent will analyze trends, acquire and clean data, and contribute to monitoring, evaluation, and learning (MEL) products. This involves collaborating with national statistical partners, developing reports and dashboards, and supporting capacity-building initiatives to inform decision-making and communication for UNCT reviews and discussions.
Responsibilities
Implement and maintain databases, data collection systems, and analytics to enhance statistical efficiency and quality. Analyze and interpret trends using statistical methods, acquiring and cleaning data from various sources. Develop monitoring, evaluation, and learning (MEL) products for UN Sustainable Development Cooperation Frameworks, including reports and dashboards. Collaborate with national statistical partners on digital tools and SDG indicator frameworks. Assist in UNCT statistical capacity-building and provide support for outcome-level analysis and contribution studies. Contribute to training programs on data analytics and results-based management for staff and government partners. Ensure data validation and quality assurance, and perform other related tasks as assigned.
Work Experience
A minimum of two years of progressive experience in data analysis is required, with demonstrated skills in SQL and programming languages (Python, R). Experience in data quality assurance and supporting UN Cooperation Frameworks or SDG indicator frameworks is also required. Knowledge of the data life cycle and data visualization tools is desirable.
