Associate Data Specialist
Organizational Context
The UN Resident Coordinator Offices (UN RCO) support countries in achieving development priorities and the SDGs, operating under the UN Secretariat's Development Operations Coordination Office (DCO). This role is within the UN RCO in Abidjan, Côte d'Ivoire, contributing to the UN 2.0 shift focused on data and digital transformation.
Job Purpose
This role supports the UN Country Team (UNCT) and its groups by consolidating, validating, and assuring the quality of agency inputs for the United Nations Sustainable Development Cooperation Framework (UNSDCF). The incumbent will track Cooperation Framework indicators, manage reporting commitments, and prepare analytical products and evidence for reviews. The position contributes to optimizing statistical efficiency and quality through data engineering, data science, and analytics, collaborating with internal and external counterparts, including national statistical systems and development partners, to advance the 2030 Agenda and SDGs.
Responsibilities
Implement and manage databases, data collection systems, and analytics strategies to enhance statistical efficiency and quality. Analyze and interpret trends using statistical methods, identifying key features and variables. Improve data analytics processes, acquire and clean data, and maintain data systems. Develop monitoring, evaluation, and learning (MEL) products for UNSDCF using approved indicators and tools. Stay updated on digital tools and dashboards for tracking SDG progress and ensure interoperability. Create reports, dashboards, and visualizations to communicate findings effectively to management and stakeholders. Assist with data collection, initial analysis, and reporting unresolved issues. Integrate monitoring milestones and evidence streams into data pipelines. Support UNCT statistical capacity-building and map technical assistance. Compile data insights and prepare supporting materials for communications. Conduct outcome-level analysis and contribution/attribution studies. Contribute to building data analytics capacity through training for staff and partners. Support the MEL cycle and national statistical processes, identifying and addressing gaps in the national statistical system.
Work Experience
A minimum of two years of progressive experience in data analysis or a related field is required, demonstrating knowledge of data manipulation, statistical methods, SQL, and programming languages (Python, R). Experience with data life cycle management, data visualization tools, and supporting UN Cooperation Frameworks or SDG indicator frameworks is desirable.
