Organizational Context

The UN Resident Coordination Office (RCO) in Praia, Cabo Verde, operates under the UN's global reform initiative to enhance the effectiveness of the UN Development System in achieving the 2030 Agenda and SDGs. As part of the UN Secretariat's Development Operations Coordination Office (DCO), the RCO supports countries in achieving development priorities and SDGs, led by an empowered UN Resident Coordinator. The role supports the acceleration of the 2030 Agenda and the UN 2.0 shift.

Job Purpose

The Partnerships Officer provides crucial advice and support to the Resident Coordinator and the UN Country Team (UNCT) in Praia, Cabo Verde, on developing and implementing strategic partnerships for SDG achievement. This involves fostering non-monetary collaborations with external partners to strengthen joint initiatives and advocacy efforts. The role supports the UNCT in strategic planning, resource mobilization, and financing for development, aligning with the UN Sustainable Development Cooperation Framework. The officer acts as a key liaison for external stakeholders, contributes to knowledge management, and promotes innovative approaches to partnerships and resource mobilization to advance the UN's development agenda and the SDGs at the country level.

Responsibilities

The Partnerships Officer is responsible for providing substantive support for strategic planning and coordination of UNCT partnerships with civil society, development partners, and the private sector to achieve SDGs. This includes advising on and implementing the UN Partnership Strategy, coordinating UN entities, and serving as a key contact for external partners. The role involves leading the Secretariat of the Development Partners Group, identifying partnership risks and opportunities, and supporting due diligence processes. Additionally, the officer participates in joint partnership and resource mobilization initiatives, supports the management of pooled funds, and develops locally tailored resource mobilization strategies. They advise on financing for development options, contribute to advocacy and communications, and promote knowledge management and capacity development related to partnerships and resource mobilization. The officer also coordinates UNCT inter-agency working groups and supports data analysis and reporting for informed decision-making.

Work Experience

A minimum of five years of progressive experience in strategic partnerships, project/programme management, and resource mobilization within development cooperation is required. Experience in developing partnerships across government, development partners, private sector, and civil society is essential. Experience in designing and implementing partnerships and resource mobilization strategies is also required. Experience in UN interagency coordination, promoting knowledge management, and applied partnerships in specific areas like climate action or digital transformation is desirable.

Skills

Professionalism in applying sustainable development concepts, conducting research and analysis, and interpreting data. Strong planning and organizing skills to set goals, prioritize activities, and manage resources effectively. Excellent communication skills, including clear speaking and writing, active listening, and tailoring messages to different audiences. Ability to incorporate gender perspectives and ensure equal participation.
