Chief of Section, Programme Management (TMAT)
Organizational Context
This position is within the Improvised Explosive Device (IED) Threat Mitigation Advisory Team (TMAT) of the United Nations Mine Action Service (UNMAS), Department of Peace Operations (DPO), based in Nairobi. UNMAS, established in 1997, works to eliminate threats from mines and explosive devices by coordinating UN mine action and leading operational responses.
Job Purpose
The Chief of Section, Programme Management (TMAT) will provide policy guidance and support on IED and EO threat mitigation, including strategy development and implementation. This role involves leading, planning, and overseeing advisory, training, and capacity development activities, ensuring adherence to international standards and UN policy. The Chief will manage the Section's work program, coordinate activities, and conduct substantive reviews. They will also engage with Member States to build partnerships, secure donor funding, and report on program performance to intergovernmental bodies. The position requires ensuring high-quality outputs and managing administrative tasks, including budget preparation and staff performance evaluation.
Responsibilities
Provide policy guidance and support on IED and EO threat mitigation, including strategy development and implementation. Lead, plan, and oversee advisory, training, and capacity development activities, ensuring adherence to international standards and UN policy. Manage the Section's work program, coordinate activities, and conduct substantive reviews. Engage with Member States to build partnerships and ensure effective technical support. Secure donor funding, track expenditures, and submit reports. Prepare position papers and reports for intergovernmental bodies and contribute to performance reporting. Ensure high-quality outputs and compliance with mandates. Develop work program inputs, set priorities, and allocate resources. Manage programmatic and administrative tasks, including budget preparation, performance monitoring, and staff evaluations. Recruit staff, fostering geographical and gender balance. Supervise, guide, develop, and train staff. Foster teamwork and communication. Represent the organization at relevant meetings and provide expertise on explosive threats.
Work Experience
A minimum of ten years of experience in programme administration or management is required. Seven years of experience in Post-Blast Investigations (PBI), including evidence collection and technical intelligence generation, is required. Two years of experience in a UN peace operation or similar international organization is required. Experience in policy/doctrine drafting, training material development, resource mobilization, and working with national authorities on explosives management is desirable.
