Organizational Context
The Department of Operational Support (DOS) provides end-to-end operational support across the UN Secretariat. The Regional Service Centre in Entebbe (RSCE) offers efficient, client-oriented services including HR, finance, ICT, and logistics. This role is situated within the Office of the Deputy Director RSCE, supporting the Centre's operational functions.
Job Purpose
The Engineering Assistant is responsible for supervising and coordinating technical site problems, providing technical specifications, and cost estimates for RSCE assignments. This includes planning and scheduling maintenance, repair, and installation projects, managing alteration works, and ensuring quality compliance with standards and regulations. The role involves performing project management activities, conducting site visits, technical assessments, and analyzing project proposals for feasibility. Additionally, the Assistant prepares technical documentation, verifies contractor invoices, and supports budget preparation, aiming to improve services and reduce costs while adhering to UN environmental policies.
Responsibilities
Supervise and coordinate resolution of technical site problems, providing specifications and cost estimates for RSCE assignments. Plan and schedule maintenance, repair, and installation projects. Manage alteration works, ensuring contractor quality aligns with terms, codes, standards, and safety regulations. Commission engineering works through inspections. Liaise with stakeholders and update management on project status. Conduct site visits, technical assessments, and prototype inspections for minor and major projects. Analyze project proposals for technical feasibility and resource estimation. Prepare technical specifications, drawings, bills of quantity, and cost estimates for bidding packages. Verify and recommend approval for contractor invoices. Provide support for technical assessments of buildings and infrastructure, preparing proposals for alteration work. Review technical offers, coordinate with procurement, and participate in budget preparation. Suggest service improvements and cost reductions. Coordinate with Security and Safety on hazard investigations and ensure compliance with UN environmental policies.
Work Experience
A minimum of seven years of experience in facilities management, building management, engineering, architecture, or a related area is required. This is reduced to five years for candidates with a first-level university degree or higher. One year of experience with CAD software (e.g., AutoCAD) is mandatory. Experience in structural design analysis and using engineering tools is desirable.
