Programme Management Officer
Organizational Context
The United Nations Economic Commission for Africa (UNECA) aims to deliver ideas and actions for an empowered and transformed Africa, guided by the 2030 Agenda and Agenda 2063. The Subregional Office for Central Africa (SRO-CA) in Yaoundé, Cameroon, focuses on economic diversification and structural transformation for sustainable development. This Programme Management Officer role supports the Director of the SRO-CA.
Job Purpose
The Programme Management Officer is responsible for leading the implementation, monitoring, and evaluation of programmes, knowledge management, and operations within an assigned functional area at the UNECA Subregional Office for Central Africa. This involves developing and executing programme strategies, analyzing trends, and ensuring effective project development and implementation. The role contributes to achieving economic diversification and structural transformation goals for inclusive and sustainable development in Central Africa by managing projects, facilitating workshops, conducting research, and disseminating lessons learned. The officer will also coordinate policy development, manage budget-related activities, and prepare reports to support data-driven decision-making and organizational learning.
Responsibilities
Develops, implements, and evaluates assigned programmes and projects, monitoring their progress and identifying issues. Captures lessons learned and institutional knowledge for dissemination. Conducts consulting assignments, facilitating workshops and assisting clients in developing action plans. Researches, analyzes, and presents information from diverse sources, organizing content within knowledge systems. Coordinates policy development, including issue and trend analysis and research studies. Designs and analyzes data collection tools, interpreting responses to identify problems. Prepares programme and project implementation reports and fosters dialogue with divisions. Initiates and coordinates outreach activities, conducting training and making presentations. Participates in complex field missions, providing guidance and documenting lessons learned. Coordinates budget funding activities and prepares related financial and programmatic documents. Collects and analyzes data to identify trends, providing insights through visualizations for planning and decision-making.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or knowledge management is required. Experience in data analytics is desirable. Experience in programme/project development, implementation, monitoring, and evaluation, including reporting and corrective actions, is desirable. Experience in stakeholder coordination, workshop facilitation, training, and knowledge-sharing initiatives is also desirable.
